At the end of a slightly confusing night, the state legislature gave Gov. Dannel P. Malloy some of the added emergency budget-cutting authority he wanted but made him unhappy by spurning his request to cut aid tocities and towns.

The state Senate fired another shot across the bow of labor with a 30-6 vote in favor of a bull that would somewhat erode the current collective bargaining system. The House made a point of keeping that bill on alive on its calendar, rather than letting it die there.
The governor and legislature also seem poinsed to renege on a previously promised increase in aid to the paycheck-to-paycheck working poor.
Malloy appeared the next day on his current favorite performing platform, "Morning Joe," and said he still hopes the employees' unions will re-vote and ratify the concessions, thus averting mass layloffs.
