The state Freedom of Information Commission in Hartford has ruled that the University of Connecticut trustees violated open-meetings laws when they privately reviewed the school's $1.3 billion proposed budget.
The commission's hearing officer Lisa Fein Siegel said in her decision last month that the trustees were obligated to discuss the taxpayer-financed budget in public before its approval.
The commission accepted Siegel's report on Wednesday.
Reporters were not allowed to attend the June 24 executive session that UConn officials described as a budget presentation. The Hartford Courant filed a complaint with the commission in July.
The Hartford Courant reported that on Wednesday, UConn's attorney asked the commission to reject the proposed decision and offered to create minutes of the meeting. The commission rejected the proposal.
